  1. Minutes approved from last meeting.
  2. Clark Macy resigned from the board effective February 1, 2016. He dropped off a box of financial records for Randy Dence.  We appreciate his nearly 10 years of dedicated service and handling financials for the board. His work was very good and thankless but nevertheless we thank him again for his hard work.
  3. Randy Dence will be the treasurer two years renewable. Voted and approved.
  4. Discussion of bylaws. We continued a detailed discussion of the proposal made. We will make updates and formatting changes. Fred it to define roles. Including president and treasurer and maybe communications person. Gary to work on for next mtg.
  5. No update on Incorporation MI non Profit from Randy….
  6. Next full Association meeting to be delayed until May or June. This is to give us time to work on the bylaws and update the treasury information and do a billing update and project planning. We need to make sure we don’t conflict with graduation in early June.
  7. Gary to work on update email for spring Fred to send it. Update: Gary wrote this in early March but Fred did not get a chance to send it until mid April.
  8. Randy to do billing.
  9. Next board meeting planned for March 23 at 7 PM.
  10. Miscellaneous discussions and project brainstorming.

2.     Financials (Clarke Macy)
a.     Annual statement
   i.    We have 97 lots in Yorkshire Hills and are collecting $40 dues for each of the lots (we still have three undeveloped lots in our neighborhood).  The 2 homes at the entrance are exempted due to their care of the signs. 
b.     General info on those owing dues and next steps. (Liens on property)
c.     Funds and expenditures:
                                          i.    See financial statements
                                         ii.    $1000 for insurance for common areas and the board.
                                        iii.    Landscaping expenses and maintenance for our two signs at the entrance graciously maintained by our front neighbors and the Wards who plant new flowers each year for which we are grateful. 
                                        iv.    Website maintenance
                                         v.    Postage, mailings and legal fees (for liens)
                                        vi.    Social events and meeting incidentals (Tri county rental fee)
3.     Project to light the front entrance signs (Fred Lupton)
a.     For many years now we have been interested in finding a way to provide permanent lighting for our entrance signs for which the latest proposal has been to look at solar options on a commercial scale similar to the Saline Ridge entrance sign which is powered by a solar array just off Willis Rd., East of Moon.   As discussed before we have hesitated doing an option of tying in with the new service provided by DTE due to the permanent expense and extreme high cost of initial installation upwards of $15,000.
        i.    October 2014: quote from Aarons landscaping for solar system at around $7700 but they could not find acceptable post location that would provide enough sun (southern exposure) and not be under power lines or in front yard of corner houses.
b.     Current option is to come to an agreement to wire directly to the home at 9000 Yorkshire Dr.
                                          i.    Unsure if we can wire to both sides of entrance. (western sign will be priority).
4.     Roads repairs (Steve Homan)
a.     These are public roads maintained by Washtenaw County Roads Commission
   i.    Service Requests for road emergencies and routine maintenance can be immediately submitted through operations by calling 734.761.1500 during normal business hours, Monday through Friday, between 7:00 a.m. to 3:30 p.m., or via email at wcrc@wcroads.org.
b.     See handouts provided by the county on major repair options.
5.      Utility box repairs update from (Steve Homan)
6.     Real estate update (after 8pm w Julie Picknel)
7.     Interest in social gatherings (ask to be on email distributions for these events and follow us on Facebook.)
a.     Ladies wine nights
b.     Men’s night out…
c.     Recent proposals for funds expenditures have also included reestablishing a neighborhood party for everyone to be included and especially as a get together for our new neighbors which we want to welcome to Yorkshire Hills.
d.     Proposal for: Welcome gifts for new neighbors? ($75?)
8.     Discussion of members of the board and opportunity for others to volunteer.  We would really like more help.

May 2015 Garage Sale

Hi Everyone!

I wanted to send a quick update and reminder regarding the garage sale week-end. The York Woods/Yorkshire Hills annual garage sale will be May 28, 29th & 30th from 9 AM - 2 PM. Everyone is welcome to join! I will have a helium tank and balloons at my house if anyone is interested in hanging some at your mailbox. Please contact me if you are interested in picking some up from me. I also wanted to let you remind you that there is a garage sale rally the next week for the Chad Tough Foundation. You are all welcome to participate in that garage sale rally during that time but you may also participate during the neighborhood sale in May and donate a portion of the proceeds to the Foundation. If you wish to do so, please contact Heidi Wuerthele at 734-717-8779Call: 734-717-8779 or Heidi@dancexplosion.net by May 22nd and she will pick up the Chad Tough signs for you to put in your yard letting buyers know you are participating.   1. No treasure report due to absence. We do think our $400 contractor for directory updates and dues collection was successful.  We need to send follow-up to delinquents.
  2. Roman house sale requests for unusual board documents refused and they were directed to  info on website.
  3. Utility boxes appearances (follow-up from last mtg). Steve in charge of this one. He will ask DTE again and Frontier and Comcast.
  4. Entrance sign lighting: F. Lupton in charge.  I got quote from Aarons landscaping for solar system at around $7700 but we could not agree on a post location that would provide enough sun (southern exposure) and not be under power lines or in front yard of corner houses.
    1. We would like to avoid a permanent billing with a dedicated DTE installation.
    2. FWL spoke to Dennis Yakin on 11/2 at 9000 Yorkshire. He might be willing to do a line from the house with Board install and annual support.  He will consider connection location and type. This will be followed up upon.
  5. Road conditions in sub. We discussed Steve favors proposing major rework or retar and gravel with special assessment district to neighborhood. This is quite costly and the rest of us do not think we are there yet.  FWL offered to ask Jim Harmon with Washtenaw county roads for info and options. Here is his reply dated 11/6/14:
Any preventive maintenance (i.e. crack sealing, sealcoating, asphalt overlay), major rehabilitation or reconstruction of the local, public subdivision roads in Yorkshire Hills Subdivision would probably have to be funded through a Special Assessment District.  Here is a hyperlink to information on the Road Commission website for reference:  http://wcroads.org/sites/default/files/pdf/pamphlets_brochures/SAD_Brochure.pdf.  If you and the HOA desire further information on this funding option, just let me know and I’ll connect you with Road Commission staff that specialize in this area.

Routine maintenance including, but not limited to pothole patching would be performed by the Road Commission.  I will have our District Foreman inspect the roads in Yorkshire Hills and direct patching where needed.
